Sounds like he needs a bit more ooomph. Make sure he's really going nicely, with a nice bouncy canter (not a fast one). Warm up with raised trotting and canter poles. Do lots of transitions so he's pushing from the back end rather than pulling rom the front. Try some gridwork so he has to really think and place his feet. If you only do the one jump he'll slop over it, whereas if there's a grid he'll have to do more, plus you'll be able to feel how he's going. So if he slows in the middle of a few jumps you know his problem is not enough impulsion. Also do some lunging or long-reining over poles and jumps to see how he goes naturally without a rider. Perhaps book some lessons on him.
