My Welsh Section D is very strong, and he’s worse in a stronger bit. What can I do?

A stronger bit is not the answer. Make sure you’re sitting up tall in the saddle and you’re able to ride lots of half-halts and transitions to prevent your horse becoming strong in your hands.
Horses usually lean on the reins because they’re unbalanced. They use the reins for support rather than stepping under with their hindlegs. If they can get away with you doing the work, they usually will! Correct schooling to improve his balance, and work towards greater collection and lightness in front is the answer.
