In British Dressage (BD), what’s the difference between Open and Restricted sections?

Restricted is for riders who have won BD points only at that level they are competing in – Open is for riders who have won points at levels higher than that. So if a rider has won points at Medium, they will need to compete in the Open sections at all levels lower than Medium.
