Have you tried doing clicker work with him?

it is amazing how quick they pick it up and once you get them hooked you can substitute

the clicker for your own voice clicking sound. they return to you for the treat etc.

its worth a try.

also keep hold of the reins if you can so he has to keep contact with you.
