Who’s responsible for clearing ragwort and other weeds from fields at a livery yard?

H.E Tutor Ellie Hoyes says:
It’s the livery owner’s responsibility to remove ragwort from the fields. Both the Weeds Act 1959 and the Ragwort Control Act 2003, supported by DEFRAs Code of Practice (2004), seek to control the spread of ragwort.
They state that the land occupier must have a control policy in place wherever ragwort poses a high or medium risk to grazing animals.
