I have two ponies on loan, one with a full loan agreement in place, one came without a passport which was illegally sold to the owner without one. At my cost i have had him passported and microchipped( the owner is no longer in touch and really has just dumped my lovely boy with me) the vet said i would be legally entitled to ownership.
anyway you must legally have the full passport even if it is a loaned horse, a photocopy is not acceptable, if it is a good relationship with the owner she should give it to you( i regulary send dvd's and pics to one owner and i have the full passport and they dont live locally, it is a matter of trust on both parts.
Vets will ask for the orginal passport when you have the horse vaccinated or treated so must get it.
