I believe it is now illegal to own a horse without a passport let alone sell one. Advise the owners that if they do not aquire a passport for the horse you will not buy the horse and will consider reporting them. This law has been known about for some time (put it this way, I've owned my horse for 5 yrs & this was just coming into force when I bought him) so they really have no excuse. Do not buy this horse unpassported as spot checks can be carried out & you could be fined if you can't produce a valid passport.

It is illegal to sell a horse without a passport!! Anyone caught selling a horse without a passport can get a £5000 fine.

Get the owners to get a passport for her before any money changes hands - call the police if they refuse.
