I've just joined and noticed your posting.  I recently bought a dutch horse and had to go through this too!  Send your passport to KNHS afd. I&R, Postbus 3040, 3850 CA Ermelo, Netherlands, with a letter stating your name, address and telephone number.  I used international recorded delivery an d kept a photocopy, just to make sure.  Upon receipt, they send an invoice, and you have to transfer money via the bank.  It cost about £35 all in - bit of a phaff, but it didn't take long, and passport came back within a fortnight.  Hope you manage to sort it out.
