Hi! Although shaving are more practical (easier to clean), you must remember that if your horse isn't eating his bed you need to provide other sorces of fibre. You should therefore provide him with more hay. Shaving are more expensive than straw, and you need to add more hay, so in the long term it gets more expensive.
Shavings are the ideal bed for an obese horse or a horse with hoof problems, because its easier to keep dry, but otherwise I would recomend straw.
