Horses are conformationally on the forehand do to the weight of their head and shoulders, heavy horses even more so. Transitions, half-halts, polework will all help to engange and build the hindquarters, allowing him to take the weight behind and lift his forehand. Leaning on the bit can also suggest balance issues; is he a youngster or not done much schooling? Practice flexion, do lots of circles, leg-yielding, etc. See what he's like on the lunge. If he's leaning on your hands then don't give him anything to lean on. Push your hands forward then retake the reins, doing this intermittently should tech him not to lean. Try schooling on a long rein so he has nothing to lean on, and focus on controlling him with seat and leg aids. Maybe have a lunge lesson so you have no contact at all. It ounds like he just needs schooling more to help him balance and take more weight behind. I'd avoid using straps and gadgets as they may not help the underlying problem, a short-term fix can lead to long-term problems.
