You have to be careful with the haylage re the laminitis. I had a similar situation to yourself with my old pony who had chronic laminitis due to Cushings, then developed respiratory problems. I replaced his hay with dengie hi fi lite, made up in a large muck-bucket with lots of water to form a soft consistency as it is quite a dry feed. He had one large bucket full at night and another during the day, and I eliminated hay from his diet completely. I also fed spillers hi fibre cubes, speedy beet and Allen and Page Sugar and Cereal Intolerance Diet. He was on this regime for the last 2 - 3 years of his life and looked very healthy, and his breathing was fine. The laminits clinic website may also be helpful to you. The problem with haylage is that it is very rich and whilst this is absolutely fine for copd it could make the laminitis worse.
