Is this an issue when you're riding, leading etc ?

All i'd say is you cant stop her being scared, but you can reassure her with loads of soothing tones, treats and rubs. Lots of practise in bad weather, take things nice and slow, also have someone with you. Is she just spooky or dangerous?

If she's dangerous when riding in wind and rain, it might be safer for you to only ride when you know she's going to be comfotrable and happy.

Also maybe work on your bond if she's a new horse, she may just need to learn to trust you and get to know youu
