I've heard that a good way to do it is to measure the length between their coronet band and middle of the knee in inches, and that should give you an estimate.  i.e. if the length is 14ins, then he should be 14hh, 14.25ins and he should be 14.1hh etc.  Don't actuallly know if it works, because my youngster is still growing too!

If he's part warmblood he may well have a lot more growing do to !!! These horses are very slow to mature (in the body and the mind haha !!!) and many do not finish growing until they are around 6 years old. My belgian warmblood gelding was still growing up until last year and he just turned 7 last month so don't get too downhearted about his size. My little 3 year old who is dutch warmblood is only standing at around 14.2hh at the moment and everyone is constantly asking me if she's off pony stock and I'm like NO !!! She's a warmblood, they take a while to reach full height !!! She's due to mature at around 15.2hh and I have every confidence she will !!! Just be patient there could be another growth spurt when the spring grass comes through properly ...if it ever does this year !!!
