it could be a number of things,  Maybe she is in pain due to wrong size/thickness of bit, something in her ears, or her mouth/teeth. Some people say about riding with a nose net and it makes a difference. Maybe you can ask to try to ride her in a hackamore for a lesson or two to see if that makes a difference. A hackamore is a bitless bridle, so it's often used with horses who have a problem of some sort with their mouths.

It puts pressure on the nose, poll, and chin, rather than the mouth like an ordinary bit would, and it's very unlikely to hurt.

And try the nose net as well, as Sonia suggested.

It may be that having a lot of different riders, all doing different things with her, she'sbecome very confused as to what's wanted of her, and it's her way of evading things.

 Does it tend to get worse around the hay fever season? 

I ride a TBx that tends to headshake around the time of year that pollen is in the air, and the thing that works best is a pair of tights with the legs cut off, and those short ends tied in a knot to seal it. Then you attach the tights at the waist to the noseband using bailing twine or anything really. 

When riding, slip the tights over the nose and it acts as a really fine nose net, and it filters the air, which seems to bring the shaking down to a manageable level.

One of the most common causes of headshaking and largely overlooked is the browband being too short.
It has the effect of pulling the headpiece up onto the back of the horse's ears, irritating them.
To eliminate the browband see if you can get 2 adult sized fingers under it with ease when on the horse,
if so then you can cross it off the list
