The tweed jacket with beige breeches sounds perfect, as for stock or tie, its more personal preference and what looks best with your jacket, but most wear a tie. The black hat is fine as long as it is a velvet hat, and it looks smart if your boots, show cane and gloves match the hat. As for in-hand, you can get away with the same attire, although its not always easy to run in your long boots. most wear a smart tweed jacket or waistcoat and smart trousers with a shirt and tie. Shoes need to be reasonably smart, but most of all practical as you have to be able to sprint! Welsh cobs are shown in a simple white show halter, normally made from rope or cotton (unless they are a stallion). Hope this helps

The only hint I can add to Shimile's advice is that, when turning out for an in-hand class, wear trousers that are a contrasting colour to your horse's legs.  So, if your horse has dark legs to aim for beige or light brown trousers and if your horse is a grey or palamino or similar aim for dark trousers.  Apparently it helps the judge to see your horse's legs better... ?!
