tracing a microchip number

I bought a horse from Ireland through a dealer and she is passported and microchipped.  The microchip has been confirmed by a vet during the PPE as corresponding to that which is on the passport.  Do any readers know if I can trace which agency did the microchipping?  I believe it can be done by the first 3 numbers which are 972.  I have tried entering the number on a few databases and everytime it comes up with not found.
