 My horse isn't fully insured. I am a member of Endurance GB. We get third party insurance 24/7 with this membership and it costs me £60 per annum. Very similar to BHS Gold membership. I also have a seperate bank account and will use that if I ever ( touching wood) have a vets bill. My mare is now 15, had no major vet bills / illness and insurance quotes are just silly money. 

On slightly diffrent note....my YO has never once asked if I'm insured / passported / vaccinated!

Of course, every horse, no matter how much he costs, deserves to be insured. Last year I took my cheap horse to molokini for a beauty contest and I had some trouble there because I didn't have an insurance for him. After this contest the price for my horse had increased significantly, as well as the insurance.

How can a Horse be cheap, it is worth the same as you are.

You must be taking work from him and earning lots, so its your responsibility to take care of him too as he is taking yours.

You should take equine insurance for your horse and keep him secured.
